Compensation - Net Tsh 9,000,000 – 15,000,000 per annum · 40% variable

Role Purpose
The Operations Control & Sub-cluster Support Manager is the connective tissue between the Group's performance framework and its operating businesses. You will own the monthly business review process, maintain sub-cluster-level performance tracking, and provide hands-on analytical support to cluster and sub-cluster heads as they operate against their Scorecard commitments. This role exists to ensure that the Group's performance is visible, accurate, and acted upon — every month, without exception.
Key Responsibilities
Performance Monitoring & Business Reviews
- Design, own and run the Monthly Business Review (MBR) process across all clusters and sub-clusters, producing a standard pack for each review
- Track cluster and sub-cluster performance against Floor / Base / Ceiling Scorecard targets on a rolling YTD basis
- Produce a Group-level consolidated performance dashboard for the Director and GCOO each month
- Flag performance risks, gate trajectory changes, and rebase triggers in real time
- Maintain the Group risk log and escalate HIGH/CRITICAL items per the Compensation Policy rebasing protocol
Sub-cluster Support
- Act as the embedded performance partner for sub-cluster heads (L4) across Mobility, Real Estate and Industries
- Support sub-cluster heads in building their quarterly KPI targets within the annual Scorecard range
- Help sub-clusters prepare business review materials, capital request packs, and gate-progression submissions
- Track incubation-stage businesses through their 18-month gate cycle under the GCOO mandate
Operations Control
- Maintain the Group's delegation-of-authority (DoA) register and ensure all operational decisions route through the correct approval channel
- Monitor operational trigger milestones (once ratified via Strategy v4) and report exceptions to the Director
- Coordinate with Legal & Compliance and Shared Services on governance-adjacent operational controls
- Support the Director in preparing materials for the Local Investment Committee and EXCO
What We Are Looking For
Essential
- 3–6 years of experience in management consulting, corporate finance, FP&A, business planning, or a COO/strategy office in a complex multi-business organisation
- Strong financial literacy — comfortable reading P&Ls, understanding margin structures, and interpreting management accounts
- Experience designing or running performance review processes (MBRs, QBRs, scorecards, dashboards)
- Exceptional Excel and PowerPoint skills; ability to turn complex data into crisp executive-ready outputs
- Highly organised with a strong sense of operational discipline — this role sets the rhythm for others
- Clear, confident communicator who can hold a room of cluster heads to account without direct authority
Preferred
- Experience in a conglomerate, private equity portfolio company, or family business undergoing professionalisation
- Exposure to East African business environments
- Familiarity with OKR or Balanced Scorecard frameworks
- Experience working in or alongside a COO office or Group strategy function

- Sub-cluster heads regard you as a genuine partner, not a reporting burden
- Gate trajectory is tracked in real time — no performance surprises reach the Director or GCOO without prior warning
- The Group risk log is live, current, and used in actual governance decisions
- You have built trusted working relationships across all three cluster teams
Committee & Governance Exposure
This role supports the Director's participation in the Local Investment Committee and EXCO as Observer. You will prepare briefing materials, track action items, and maintain the governance rhythm of the function. This is significant exposure for a Manager-grade role and reflects the centrality of this function to Group operations.
